Euro 7 EV batteries: what do 80%, 72% and SOH mean?

Euro 7 does not promise that every electric-car battery will sit at exactly 72% after eight years. It sets measurable durability minimums, on-board health monitoring and a more consistent verification framework for newly approved passenger-car and light-van types. That is meaningful progress, but the manufacturer's warranty, a test of the individual car and the battery passport remain separate matters.

Confirmed fact: Regulation (EU) 2024/1257 sets energy-based battery-durability minimums of 80% and then 72% for passenger cars, while Implementing Regulation (EU) 2026/1764 defines the assessment and declaration-of-compliance framework. Legislative rationale: the rules are intended to improve consumer confidence and transparency for used EVs. Editorial conclusion: the regulation is an important benchmark, but it does not replace a documented battery assessment of the individual car.

Why are the Euro 7 battery rules relevant now?

The base regulation was adopted in 2024, and on 22 July 2026 the Commission published more detailed implementing rules for assessing battery durability in light vehicles. The first key date is 29 November 2026: from then on, new M1 passenger-car and N1 light-van types need Euro 7 compliance to receive a new EU type approval.

This is a date for new vehicle types, not a reclassification of every car already on the road. The next stage, applying to all new M1 and N1 vehicles, starts on 29 November 2027. Used EVs registered earlier do not automatically receive a Euro 7 battery certificate.

What do 80% and 72% mean for a passenger car?

For M1 passenger cars, both pure EVs and externally chargeable hybrids, the energy-based minimum is 80% for the first five years or 100,000 km. After five years or 100,000 km, it is 72% up to eight years or 160,000 km. In each band, whichever time or mileage limit is reached first applies.

The two minimums for N1 light vans are lower: 75% and then 67%. These figures are not forecasts for an average vehicle, nor do they suggest that a compliant battery should degrade that far. They are regulatory minimum performance requirements against which type compliance and in-service checks are assessed.

SOH and SOC: similar abbreviations, different meanings

SOC is the current state of charge: broadly, how much energy is available now. SOH is the battery's state of health relative to its new or certified baseline performance. An 80% SOC is therefore not an 80% SOH, and a dashboard range estimate is not, by itself, proof of battery durability.

Euro 7 defines SOH as measured or estimated and discusses metrics relative to certified energy and certified range. The current passenger-car minimums are energy-based. The method, baseline value, software version and test conditions must therefore be read alongside the percentage.

The Euro 7 minimum is not the manufacturer's warranty

The 80/72% values are type-approval and in-service conformity requirements. They do not automatically create an eight-year, 72% capacity warranty for every owner and do not override contractual warranty terms. A manufacturer may separately define time, mileage, capacity threshold, exclusions, required servicing and the repair used to restore compliance.

If a test reports a low value, check the test method and the exact warranty booklet first. A weak SOH may indicate ordinary ageing, a faulty cell group, thermal-management trouble or a software issue; one percentage is not a complete fault diagnosis.

What drivers receive: on-board data and an Environmental Vehicle Passport

Euro 7 requires environmental data about the vehicle to be made available to users and, where appropriate, displayed inside the vehicle. This includes up-to-date traction-battery health. The digital Environmental Vehicle Passport, or EVP, gathers registration-time information such as energy consumption, range, power and battery durability.

This is not the same as the EU battery passport that becomes mandatory for specified batteries from 18 February 2027. The EVP concerns the vehicle's environmental characteristics; the battery passport links identification, supply-chain, composition and lifecycle data to the battery itself. The systems can complement each other, but they are not interchangeable.

What should you ask for when buying a used EV today?

ADAC's 2026 used-EV guide explicitly recommends a battery certificate and documentation of repairs. This matters especially for today's pre-Euro 7 cars. A useful assessment provides more than a percentage: it identifies the vehicle, records the method and helps compare the result with a plausible range for the model, age and mileage.

  • request a dated battery test linked to the full VIN and odometer reading;
  • check the baseline capacity and method used to calculate SOH;
  • review the warranty booklet, service history and battery-related repairs;
  • compare dashboard data with an independent or manufacturer diagnostic result;
  • ask about software updates, charging faults and cooling-system repairs;
  • record any known battery damage or module replacement in the sales contract.

What does this mean for battery repair and parts?

SOH alone does not identify a faulty module, BMS, contactor, cooling component or complete battery case. A parts decision still requires the exact vehicle version, production date, full OEM part number and revision, plus professional fault isolation. Two batteries with the same SOH may have different cell balance, fault history and repairability.

Euro 7 should improve access to comparable data for new vehicles, but it does not make different batteries automatically compatible or authorise DIY high-voltage work. For a used part, an SOH report is one document alongside the part number, diagnostics, provenance and physical condition.

In brief: a comparable minimum, not a ready-made buying guarantee

Euro 7's main advance is a measurable durability floor and verification system for batteries in new light vehicles. For passenger cars, 80/72% is a regulatory lower threshold, not an ideal target or an automatic warranty promise. When buying a used EV, the individual car's documented SOH, warranty, service record and repair history still provide the useful basis for a decision.

Do the Euro 7 battery rules apply to a used EV from 2021?

Not retroactively. They apply to new M1/N1 types from 29 November 2026 and all new M1/N1 vehicles from 29 November 2027. A 2021 car still needs to be judged by its own documented battery test, warranty and history.

Is a car unusable or illegal if its SOH falls below 80%?

Not automatically. The 80% figure is a conformity minimum for Euro 7 M1 vehicles in a defined age and mileage band, not a general driving ban. The method, age, mileage, warranty and diagnostics of the individual car must be considered together.

Is the Euro 7 80/72% rule a manufacturer's battery warranty?

No. It is a regulatory type-approval and in-service conformity requirement. The consumer warranty may have separate contractual terms, threshold, duration, mileage and exclusions.

Is the dashboard range enough to judge SOH?

No. Estimated range also responds to recent consumption, temperature and use. A used-car battery test should identify the vehicle and record the baseline, method, date and result.

Is the Euro 7 Environmental Vehicle Passport the same as the battery passport?

No. The EVP brings together the vehicle's environmental data at registration, while the battery passport links supply-chain, composition, identification and lifecycle data to a specified battery.
